As the executive leadership for RiverStone Health operations, the President & CEO/Health Officer is selected by and reports to two governing bodies, the Board of Health and RiverStone Health Clinic Board of Directors, responsible for developing a strategic plan and implementing meaningful objectives throughout RiverStone Health to ensure that all services delivered to stakeholders are consistent with RiverStone Health’s mission, vision, and values. As the administrative executive leadership, the President & CEO/Health Officer will recommend any policies, procedures, and standards that are in alignment with the organization’s vision/strategic plan. As a key member of staff, this position provides leadership and management within all functions under RiverStone Health, RiverStone Health Clinic, and Yellowstone County Public Health, ensuring that effective and efficient services are designed and delivered to meet the needs of patients, physicians, the public, and the staff.
Subject to the approval of the local elected bodies that sponsor RiverStone Health, this leadership position will also serve as the Health Officer for Yellowstone County as currently codified in MCA Title 50 and ARM Chapter 37. It is the duty of the Health Officer to ensure that the development, implementation, and modification, as needed, of a comprehensive public health program in Yellowstone County that is compliant with state law and regulations, while also meeting the standards of practice for public health and ethical guidelines for public health, as well as national public health accreditation standards. In addition, this position will coordinate any legal issues related to Title 50 with the Yellowstone County Attorney regarding the development or modification of local rules, enforcement of local rules, and issuance of health officer orders and responding to Title 50 claims threatened, suggested, or filed against RiverStone Health.

RiverStone Health was established in 1974 and has a rich history of providing health services to its community from its role as the Yellowstone City-County Health Department to seeing patients in its medical and dental clinics as part of a nationwide system of Federally Qualified Health Centers. RiverStone Health provides training for primary care doctors through the Montana Family Medicine Residency program and educational opportunities for other health professionals and offers numerous services that improve family and community health. RiverStone Health makes it a point to serve all patients within its direct healthcare delivery services (e.g. medical and dental clinics, home care, hospice services), regardless of ability to pay.
RiverStone Health’s medical and dental clinics see approximately 15,000 patients a year, about 70% of whom are uninsured or Medicaid beneficiaries. The clinics are part of a network of Community Health Centers that are supported by federal government grants. The funding enables them to provide healthcare to all, regardless of the patient’s ability to pay. Low-income and uninsured patients rely on a sliding fee scale. In addition, the main RiverStone Health Clinic has three rural satellite clinics 25-45 miles from Billings, two school-based health centers (at Orchard Elementary School and Medicine Crow Middle School) and provides community-based Health Care for the Homeless services.
- A master’s degree in Public Health, Business Administration, or Healthcare Administration or a combination of related undergraduate degree and extensive professional experience acceptable to the Board of Health and RiverStone Health Clinic Board of Directors.
- FACHE preferred.
- A minimum of seven (7) years in a senior level leadership position in Public Health or Healthcare required.
- Professional experience in a Federally Qualified Health Center (FQHC) preferred.
- Experience in working with and carrying out Board-established long-term goals and operating plans.
- Broad experience leading the health center management team in working closely with the Board, community members, and other providers and payers in the marketplace to provide leadership in shaping the organization’s strategy.
