The Position
- This position serves primarily as the lead County Health Officer for Multnomah County, Oregon. The role also serves as the Tri-County Health Officer, which leads a collaborative team of health officers in the three metro Portland, OR counties. This team works together to provide aligned health officer services for the region and develop regional strategies for community health.
- Seeking a hands-on leader who will be willing to provide direction, guidance, and leadership to the entire health department as well as health systems / hospitals, physicians, nurses, and other staff members while advising on complex concerns and public health & communicable disease issues within the community.
- The County Health Officer must have a high level of cultural competency, empathy, and understanding towards the community and will portray a strong level of adaptability while creating strategic plans to efficiently support or handle any ongoing public health issues throughout the community.
- The County Health Officer participates in the development of health strategies as well as planning, coordination, and design of specific efforts to address the community health. They work in close partnership with health department and county leaders as well as the Local Public Health Administrator (the statutory authority) in this work.
- This role serves as a “physician ambassador” for the health department and the health of the region. This leader will act as a trusted spokesperson in media, community meetings, with elected officials, etc. In this facilitator role, they bring people and organizations together for discussions or initiatives.
- The leader in this position will develop, administer, and monitor budgets and will support budgetary planning throughout the health department.
- The Multnomah County health officer and deputy health officers serve as medical directors for the tuberculosis, STD/HIV prevention & vaccine programs. This role is not required to provide medical care to patients (but could do so if desired). They will serve the community by answering after-hour calls (shared responsibility with the Tri-County health officer team), handling public health emergencies, and will serve in an emergency management response capacity.
- The County Health Officer will provide and/or support education programs for Multnomah County clinic medical staff, regional health providers, and stakeholders.
- Candidates must be experienced and comfortable with public speaking in order to ensure that they will be able to effectively and transparently communicate with elected officials, staff, media and community members regarding public health issues.
- Candidates will ideally bring extensive experience/knowledge pertaining to infectious diseases, behavioral health, and population health to ensure they will be equipped to address and support efforts to combat current communicable disease issues, homelessness, substance use disorder and the overdose epidemic, and other emergent public health concerns.
Requirements
- Active Oregon MD and/or DO medical license is required.
