Your Complete Guide to Getting a California RN License by Endorsement

California consistently remains one of the most professionally desirable states for nurse leaders. With exceptional healthcare facilities, competitive compensation, and diverse patient populations, the state offers unparalleled opportunities for career advancement. However, California is also one of the most complex states when it comes to nursing licensure.

Because the state does not participate in the Nurse Licensure Compact (NLC), every registered nurse must obtain a California-specific license before they can begin practicing. This requirement applies directly to interim and travel nurse leaders who plan to take assignments within the state.

Navigating this administrative process requires clear strategy and accurate information. As your trusted partner in healthcare leadership, B.E. Smith provides the expertise and reassurance you need to manage your licensure journey seamlessly. Here is everything you need to know about securing your California RN license by endorsement in 2026.

Who Qualifies for Licensure by Endorsement?

If you already hold an active nursing license in another state, you will apply for your California license through a process called endorsement. The California Board of Registered Nursing sets specific standards to ensure all incoming nurses meet the state's rigorous healthcare quality benchmarks.

To apply for endorsement in California, nurses must meet three primary requirements:

  • Hold a current, active RN license in another United States state, territory, or Canada.
  • Have completed a comprehensive nursing education program that meets the California curriculum standards.
  • Have successfully passed the National Council Licensure Examination for Registered Nurses (NCLEX-RN) or the State Board Test Pool Examination (SBTPE).

Recently, the state has made efforts to streamline the evaluation process. Legislative changes introduced in recent years removed some educational barriers for out-of-state nurses, making the transition slightly smoother. However, the Board still requires exact documentation, making careful preparation essential for a successful application.

The Step-by-Step Licensing Process

Obtaining your California RN license requires careful attention to detail. Following these five steps will help you avoid unnecessary delays and keep your application moving forward.

1. Apply Online Through BreEZe

The most efficient way to begin your application is through the California BreEZe online system. The Board of Registered Nursing strongly encourages applicants to use the BreEZe portal rather than submitting paper applications. The online system helps reduce administrative delays, allows you to track your application status securely, and ensures your submitted documents route to the correct evaluators promptly.

2. Pay Required Fees

When you submit your application, you must pay the associated processing fees. Preparing for these costs in advance helps you maintain momentum during the application process. For 2026, the standard fees include:

  • A $350 licensure by endorsement fee.
  • A $100 temporary license fee. While this is an optional fee, we highly recommend it for interim leaders who want to begin working as soon as possible while the state processes the permanent license.
  • An approximate $49 fingerprint processing fee, though this exact amount varies depending on your chosen processing location.

3. Submit License Verification

The California Board needs official verification that your current nursing license is active and in good standing. If your home state participates in the Nursys system, you can request and send this verification electronically in a matter of minutes. If your state does not use Nursys, you must contact your state board directly and request that they send official paper verification to California.

4. Complete Fingerprinting

Background checks remain a mandatory part of the licensure process. You have two options for completing your fingerprint requirements, depending on your current physical location:

  • In California: If you are physically present in the state, you can use the Live Scan system. Live Scan processes fingerprints electronically, making it the fastest and most reliable method.
  • Outside of California: If you are applying from out of state, you must request and complete an FD-258 fingerprint card. You will need to take this card to a local law enforcement agency, have your fingerprints rolled manually, and mail the physical card to the California Board. This manual process takes longer to evaluate.

5. Submit Official Transcripts

Your nursing school must send your official transcripts directly to the California Board of Registered Nursing. The Board will not accept transcripts that you submit yourself, even if they remain in a sealed envelope. You must request these documents directly from your educational institution or use approved electronic transcript vendors, such as Parchment or the National Student Clearinghouse. Ensure your school includes all required clinical hours and course details to prevent evaluation delays.

Understanding Processing Timelines

Even with a flawless application, the California evaluation process requires patience. Because California processes thousands of applications, timelines can fluctuate based on application volume and the time of year.

Currently, applicants can expect the following average processing times:

  • Standard Processing: Six to eight weeks for applications with all required documents and electronic fingerprinting.
  • Extended Processing: 10 to 12 weeks for applications involving manual fingerprint cards, out-of-state verifications, or documentation issues.

If the Board requests additional information or clarification regarding your educational background, the timeline can extend further. This underscores the value of submitting a complete, accurate application on your first attempt.

Why Interim Nurse Leaders Must Prepare Early

For interim healthcare leaders, time is often the most valuable asset. Healthcare organizations seek interim leaders because they have immediate needs for experienced guidance and stability. California’s longer evaluation times, non-compact status, and strict documentation requirements mean that timely submission directly impacts your ability to secure and start a premium assignment.

We encourage all nurse leaders who are even slightly interested in California opportunities to begin the licensure process immediately. Holding an active California RN license sets you apart as a premier candidate, allowing you to accept high-level interim roles the moment they become available. Early preparation removes the stress of expedited processing and positions you as a proactive, ready-to-deploy professional.
